What is the RTRI
Public Transparency Register
The RTRI is a unique, public transparency register of interest representation, managed by Parliament under article 5 of Law n.º 5-A/2026. The register is freely and publicly accessible, enabling citizens, media and public entities to understand who represents interests before public bodies and the scope thereof.
The RTRI ensures full compliance with Regulation (EU) 2016/679 (GDPR) and European interest representation transparency standards.
Essential Information: The RTRI is the centralized platform where all covered entities (consultants, associations, unions, NGOs and other entities) must register and keep current data on interest representation.
Who Must Register
Entities Obliged to Register
All entities exercising interest representation activities before public bodies must register in RTRI, except those excluded by article 4 of Law n.º 5-A/2026.
This includes:
- Specialized interest representation consultants
- Associations, federations and confederations
- Unions and professional organizations
- Non-governmental organizations (NGOs)
- Consumer protection organizations
- Business and trade representation bodies
- Internal departments of some organizations (when conducting institutional representation)

1. Entity Identification
Full name, legal form, tax identification number, registered office, contacts (email and phone) and legal representative with authority.
2. Activity Areas
Clear description of areas or sectors on which the entity exercises interest representation (e.g., environment, health, technology, finance, etc.).
3. Public Entities Contacted
Identification of public entities before which the organization exercises interest representation (Parliament, Government, Ministries, Agencies, etc.).
4. Cost Estimate
Annual cost estimate associated with interest representation activities. This information must be updated annually during renewal period.
5. Interest Declaration
Information on potential conflicts of interest, clients served and other circumstances relevant to interest representation activity transparency.

Assessment
Determine whether your organization is subject to Law n.º 5-A/2026 obligations. Seek specialized guidance if uncertain of your situation.
Preparation
Gather required documentation: bylaws, legal representative identification, activity areas description, list of public entities contacted.
Enrollment
Access RTRI platform and complete registration form with all requested data. Carefully review before submitting.
Verification
Parliament verifies data compliance. The system will notify of any incompleteness or issues requiring clarification.
Maintenance
After approval, registration remains active. Update annually during renewal period and whenever significant changes occur.

Deadlines and Transitional Regime
Critical Calendar
29 July 2026: Law n.º 5-A/2026 entry into force
Vacatio Legis (180 days): Preparation period. Entities may begin preparing but registration is not yet operational.
RTRI Opening
RTRI will open at end of vacatio legis period (early 2027). Obliged entities should already be preparing all necessary documentation.
Existing Entities Registration Deadline
60 days after RTRI opening: All entities already exercising interest representation on register opening date have 60 days to enroll.
Future Entities
Entities beginning interest representation after RTRI opening must register before starting the activity.
Ongoing Update Obligation
Registration obligation is permanent and continuous. Data must be updated annually during renewal period, and whenever significant changes occur (representative change, new clients, new activity areas, etc.).
Important Warning: Non-compliance with registration deadlines may result in significant administrative sanctions, including temporary prohibition of interest representation activities.
